Culotte rouge refers to the red pants worn by officers in the French army. It can also be interpreted to mean red panties! La Vie en Culotte Rouge, a magazine from the early 2oth century, was devoted to military humor and the lives and loves of French officers in uniform. Filled with wonderful illustrations on low quality paper printed in color and black and white.
